A BRAVE NEW WORLD for the EUROPEAN UNION (EU)

INTRODUCTION

World War II was the most destructive war in the history of the world and dozens of cities were completely destroyed. The war ended in mid-1944 in Europe and there was a big shortage of homes, especially for Germany, Italy, France, Belgium.

In 1951 six countries decided to cooperate among themselves to ease the economic problems they were facing. These six countries were Germany, Italy, France, Belgium, Netherlands and Luxembourg. An agreement was made among them called “coal and steel agreement” in the Treaty of Rome.

This agreement proved to be very successful and an agreement was made to expand it for more products and in 1957 the name was changed to European community. The agreement was so successful that several countries joined and the agreement was expanded further and became the European Union until today where there are 27 countries participating in the EU agreement. The agreement was expanded to include more functions, products and services but maintained the originally agreed format.

The world has changed so much today that the old agreement and the subsequent changes no longer meet the requirements of the globalization of the 21st century.

We are facing political, economical and constitutional conflicts and the agreement must be redesigned completely to meet the new challenges. Additionally, the UK is the only country to leave the EU and we must advocate for their return to meet the new challenges concerning safety and security. Why? The Advantages of UK rejoining the EU include the following:

*UK is a strong Democratic country

*UK has the same values and traditions

*They have the second strongest navy in the world

*They have strong military and technology background

*The UK offers a strong economic boost for south europe as consumer of their fruits wine etc

*The UK offers a strong defense line from the north and the north atlantic.

*UK will be a big plus for the EU

PREMISE FOR CHANGE

All the changes that were made to the existing EU Agreement to try and adapt to the new circumstances were made in fragmented ways leaving many gaps and therefore are no longer sufficiently capable for all the new requirements.

Under the original constitution which requires all important decisions to be unanimous, it will take a miracle to achieve any of the major changes it needs.

The founding fathers of the European Community (Germany, France, Italy , Belgium, Holland and Luxembourg) who had the original courage and vision now have the duty, right and responsibility to create a new constitution that will meet today's political problems, globalization, military, immigration challenges etc.





EU NEW CONSTITUTION

The EU constitution will have 4 separate independent branches: The Council of Europe, The European Parliament, The Executive Branch and the EU Court. Details are as follows:

The Council of Europe

Since the Council of Europe is the strongest branch in the constitution of the EU, it is very important to balance the power between the small countries and the big countries. For this reason, it is necessary to create the following population grouping classifications The Council of Europe is to include all countries with each country having one country vote plus additional votes based on population size:

The Total population group for each country will be calculated as follows:

  • 0 - 10 mil : 1 country vote + 1 extra population vote = 2 Total Votes

  • 10-20 mil: 1 country vote + 2 extra population votes = 3 Total Votes

  • 20-30 mil: 1 country vote + 3 extra population votes = 4 Total Votes

  • 30-40 mil: 1 country vote + 4 extra population votes = 5 Total Votes

  • >40mil: 1 country vote + 5 extra population votes = 6 Total Votes

So every time a country votes their vote will automatically include the total votes based on these population group classifications.

Why the need to create population groups? Because since the formation of the Treaty of Rome in 1957 and it still exists today, each of the 27 countries in the EU have one vote each, meaning a small country like Finland with a population 5.5 million has the same power as Germany with a population with 83 million. We need a better balance of distribution based on population and creating these population groups will be more equitable and representative of the size and power of each country in the EU.

The Voting system will use the majority of the total Population Group votes as described above. All countries must abide by the final decision reached in line with the above voting system with no exceptions. Any failure to comply with the decision will result in the non-compliant country having all their rights and benefits within the union suspended.

The Council of Europe will respect and comply fully with all decisions by the international court of justice.

The European parliament

The European Parliament will include all countries based on population, with one Parliamentarian per million of population, with regions chosen divided by the country itself.

In the European parliament there will be 5 PARTIES to create a more balanced Democracy with less chance of division. This will promote a more stable constitution in the long run. The five parties are as follows: LABOUR , MODERATE ,GREEN, LIBERAL, CONSERVATIVE. Each country will have its own representative colour that identifies it and each country will continue to maintain its own existing division of parties.

EXECUTIVE BRANCH

The Executive branch will be headed by the elected president and his cabinet.

The president is chosen by the parliament and his ministers voted by the European Council



The EU court

The EU Court will be an independent body chosen by the judges with a Supreme EU Court with 7 or 9 judges. Also, we will establish one EU Court in each country to ensure all the laws and rights are in accordance with the European Union’s laws.



VOTING system

The system of voting for the new constitution will be as follows

i.Elections - The voting of parliamentarians will be made throughout Europe on the same day and with the same system

ii.Parliamentarians will all have the same salary and conditions

iii.Parliamentarians will have responsibility to the EU parliament and to the people of his own country.

iv.Parliamentarians' wages will be split between the EU and their own government according to the work he/she does.

v.There will no longer be the VETO vote where just one country can cancel a bill. Moving forward, the following system will be used based on the importance of the decision

  1. Minor, moderate and important:

a. Minor require 50% +1

b. Moderate decision ⅔ majority vote

c. Important decisions require ¾ majority vote



VISIONARY LEADERS

  • A selected group of visionary leaders will be selected from the founding father countries, up to 10 visionary leaders per country.

  • They will need to be of various work experience and education: judges, professors, business men, government, education, communication etc.

  • They will all meet in an exclusive hotel to create the new constitution within 3 months and when completed, it will be approved by the european council

  • They must all be fluent in English which will be the official language or be accompanied by a translator

  • The visionary leaders will have no contact with the outside world and operate in complete secrecy

  • A president will be elected among the visionary leaders

  • They will also choose a group of 5 so called problem solvers for difficult problems

  • They will work 6 days a week and on the 7th day will exchange ideas and brainstorm together

The main topics recommended for the visionary leaders to resolve include:

  1. Establishing one common language which will beEnglish. to facilitate communication and expedite the resolution of problems and avoid misunderstanding. All schools will have English as a second language. Each country will keep their own language, tradition and culture.



2. The English language will be also established in all the main government, military, and police departments

3. Within 3 years the stated objective is for all citizens to be reasonably fluent in english

Communication

Due to the multiple languages and cultures within the EU, there must be one common language for all official communications for services and production and inter-country communication within the EU and for all interaction with the rest of the world.

a. English will be the second language in all schools with the same curriculum and text books and hours of study

b. Adult english language classes will be offered to all government and public service employees including police and military officials with obligatory attendance.

c. All public signage and government public communication must include english as a second language

d. All employees within the EU must follow English classes offered by the local regional government.

e. There will be 4 EU TV channels: 1. 24hr world news in English 2. EU produced entertainment channel in English 3. 24 hr English language education 4. EU produced educational and informational content in English language also covering and introducing each EU Country ( tourist info, culture, history, customs)

Imports / Exports

It is critically important that the EU will operate as a single country regarding import & exports. All agreements concerning import and export tariffs will be negotiated and agreed by the EU for all members.

Customs will be uniform and the EU will receive all payment with all rules and regulations common to all.

All exported goods will include the following:

  1. Trademark - Made in EU, Followed by Manufactured by / produced by/ assembled by the participating country

  2. Product label in English language followed by the language of the participating country as described above.

  3. The metric system will be used for all trading, labeling and promotion purposes.

For all imported goods:

  1. All will be regulated by the EU

  2. All import duty will be paid to EU country at point of entry

  3. All imports will go through an identical control process at all borders, ports and airports.

New Members

There will be a rigorous approval process for new members.

  • They will require ¾ of the total votes, based on the population group classifications

  • They will have to approve and abide by 100% of the EU constitution

  • They will have up to 3 years to modify their own constitution so that it is fully aligned with that of the EU

Steps:

  1. Membership into the EU

  2. Military participation and contribute their military presence based on population group classification

  3. Join in the EU currency of the Euro

Expenses

All member countries will prepare a budget to be reviewed and approved by the EU.

The Council of Europe will submit the EU budget to the European Parliament for approval.

All EU member countries will pay the same percentage of their GDP (Gross Domestic Product). Therefore, larger countries will contribute more based on their GDP.

EU Military

There will be agreement between the current Atlantic Treaty and the EU.

The Atlantic treaty will gradually start reducing their military authority and presence.

The EU will start building a new military plan and each country must contribute based on their population group classification. Ultimately, the EU must build up a military force to defend itself and no longer rely on the USA and other allies. Additionally, the EU must move toward building up their arsenal of military equipment. The supply of all military equipment, to include drones, must be manufactured in the EU and distributed within the EU. The EU should strive to be fully independent of relying on any country outside of the EU for its military armaments and equipment in the next 3-5 years. This will help the economy in creating new manufacturing and factory jobs, as well as research & development to continue to develop cutting edge technology of armaments.

The time frame for the transition of all power and responsibility from the Atlantic Treaty to the new framework is 3-5 years

There will be a new military agreement negotiated between the USA and EU.

The EU must also be unified in defending its border from illegal immigration. The military will be deployed for all border crossing challenges, regardless of which country within the EU is dealing with illegal immigration challenges. Defending the entire EU border will be the ultimate priority for the new EU military.

Once it has been agreed that the EU is military independent and self-sufficient, then a special agreement can be made with the USA and Canada for self defense. The UK will have a special type of agreement for self-defense or be included in the EU military defense system.

The cost to build out the EU military system will be a gradual, phased in approach, with each year increasing in financial participation in a slow manner.

Immigration

All the EU community should very carefully study the advantages of legal immigration. New immigration populations will balance the demographics and economies of the EU countries as many country's populations are rapidly aging and no longer contributing to their economy. By inviting and formally approving new immigrant populations to enter the EU to contribute to the workforce and therefore economies, the EU will continue to thrive with a new labor class. Sophisticated and educated immigration populations can contribute to new technologies and healthcare systems as well as help solve the retirement burden problems many EU countries are now facing. Legal immigration programs and control will be identical for all EU countries and every EU country must abide by the new regulations and the final approval will come from the Immigration Center. Immigration must be centralized so it cannot be abused by any individual country.

The EU must agree, all together, on the basis of immigrants. A special report was written about how to solve the problem of illegal immigration in Europe. Since Italy is in the center of the Mediterranean sea (which used to be called Mare Nostrum), all countries bordering the sea could participate in this illegal/legal immigration to Europe. Attached is a document about illegal immigration, which could be considered an addendum to the above document.

Conclusion

Many subjects are not included here and will be drawn from the existing format and will be reviewed and approved by the visionary leaders.

This is a suggested framework and guideline for the creation of a new Constitution, a necessary endeavor to deal with the realities of the new modern world dynamics.Thank your for your attention and consideration to this important matter.
