Introduction
The United Nations were established in 1945, at the end of WW2. The purpose of the UN Charter was to have countries solve their problems by negotiations, rather than by wars. The United Nations main structure was the General Assembly, where every nation was represented and the real power was the Security Council, with five permanent members, who were also the countries which had won the WW2: USA, Russia, China, UK and France.
The founding fathers of the UN, which became the Security Council, were determined to protect their interests first, and the interests of their Allies, secondly, by creating the power of veto. Each of the five countries can block any decision of the Council by exercising their veto power.
This procedure, with time, became so widely abused that practically stopped the original purpose of the UN.
The world slowly started breaking into two main ideological systems: democratic system (mostly called the Western countries), led by the USA, and autocratic system (with the basic economic system known as communism or socialism), led by USSR and China. Diplomacy slowly lost its value and individual interests became at most importance.
We would like to point out the following issues:
1) Veto power;
2) Only five nations represent a world with 193 countries;
3) The General Assembly of the UN has lost all its control over the Security Council;
4) Disobedience of the basic rules and regulations of the UN has become common practice;
5) The two main powers (USA and Russia) were sometimes the worst abusers of the UN Charter.
This situation became unbearable to the world, and a major change is required. The change is not against any country or system, or economy, nor is it in favor of any of these. The change required is to involve all these five continents (seven continents, with the new change) and to have them be part of the change, in order to make the new UN more effective, so that countries would respect the charter more.
The world is changing at a very fast pace, and the UN Charter is unable to keep up with the new economy, political situation and power.
This petition is asking all nations to say yes to major changes, rather than changing minor clauses in the Charter. Certain parts of the UN Charter will be used or continued in the new Charter. The changes should start by the name, a Global Union (G.U.), in which all continents will be equally represented.
Public opinion is upset with the current world situation, which is worsening at a fast pace, and demanding radical changes in the UN.
The Secretary General of the UN will have to call for the General Assembly of the UN to meet and officially declare the intention to terminate the current Charter and create a brand new one, where every continent is represented in all major decision making processes of the UN and be part of the policy of the Security Council. The Secretary General is meant to be the person who initiates the change and he will explain the reasons behind these major changes and will ask for votes.
Some people believe that the first way to go forward is to modify the Charter, to meet the challenges of the future, with minimum amount of confrontation. I strongly believe that any change to the Charter will take a lot of time, negotiation, compromises and that it will lose its effectiveness. Therefore, I have decided that a new UN should be created, with a new Charter, where all the continents are part of the decision making.
To have more coverage of the whole world in the new Global Union, we recommend the creation of two new continents:
1) The American Continent, which should include both North America and South America.
2) Asia Minor (Turkey), the Middle East and Northern Africa have a common history, tradition and culture and this territory is squeezed in among Europe, Asia and Africa. Because of its potential importance to the world, I have decided to designate this area as a whole continent, appointed as the Middle East (M.E.). This continent will have the same representatives as the other continents.
The degradation of the SC and the General Assembly in world’s public opinion has reached such a point, that an ambassador of a small country can stand up in the center of the Security Council and ask the Secretary General to resign. This happened twice in front of the world Television and this is unacceptable in world’s opinion.
Therefore, it is decided that a new United Nations, with a new Charter, represented by the seven continents will take the place of the old UN. It will be called Global Union (GU). The Secretary General of the UN will call the General Assembly and request a vote on closing down the United Nations, and creating a new UN with a new Charter, in which all continents will have a balanced power in the Security Council.
In two weeks’ time all members should hand over their request for a vote to change or to maintain the status quo. In two weeks’ time, the Secretary General will officially present the outcome of the vote of the UN members to the General Assembly. In case the majority of countries vote for a complete change in the Charter, the Secretary General will suggest the establishment of the new United Nations, called Global Union.
Global Union (GU)
The Secretary General will present the outline of the new Charter, as follows. The Secretary General will be the chief executive officer of the Global Union and will have the following responsibilities:
1) The GU will have two Chambers, the General Assembly in which every country is represented and has one vote, and the Global Security which will be the mind, the heart and the power of the new GU. These two chambers will report to the Secretary General.
The Global Security will be chaired by a GU ambassador, whose function will be the acting President of the Global Security. The Global Security will be represented by all continents, as shown in the following table chart:
Since the veto power will be deleted, the voting system will be expanded into three types of votes, according to its importance:
- Majority 51%
- 2/3 majority
- 3/4 majority
2) The Secretary General will have a cabinet, responsible to him and headed my ministers.
i. Minister of Foreign Affairs, who will have seven ambassadors directly reporting to him and representing the seven continents
ii. Minister of Environment
iii. Minister of Agriculture
iv. Minister of Health
v. Minister of Immigration and Refugees
All the existing organizations included in the current United Nations, will be transferred to the new Global Union.
3) The Secretary General will ask all the selected permanent members in the Global Security to supply seven wise wo/men to finalize the charter of the GU, to be completed in six weeks’ time. The wise wo/men will be selected from different areas of expertise, in order to cover all the topics of the GU. Once they have completed the Charter, the Secretary General will present it to the General Assembly for approval.
4) The GU will have three official main languages, with simultaneous translation: English, Spanish and French. Any representative or head of countries, coming to the GU, who cannot fluently speak any of the three languages, will have to bring his own translator.
5) The International Court of Justice (ICJ) will be selected from the seven continents and their responsibility is to ensure that international laws, national laws, respect for human dignity, especially respect for women and children, are accomplished and that decisions are made faster than it happens now. People and countries who are found guilty will be punished by the Punitive Department. If a Nation has been found breaking the laws of the Charter, it will have to report to the Punity Department, headed by a manager, who will report to the President of the Global Security. The Punitive actions include:
- Immediate suspension of all shipment and sales of military equipment’s and spare parts
- Political pressure
- Economic pressure
- Financial pressure
Any nation who wants to break the punitive action for a country will undergo the same punitive action. No people or country are above the law.
The Global Union Charter
The Charter will strongly emphasize the importance and respect of the following points:
Human Rights and values, as no nation can freely use its army to kill its own people.
No nation has the right to declare war on its neighbor and no government can expel citizens out of their country.
Full respect for women and children needs to be accomplished.
International laws
Minorities, no discrimination based on factors such as color, race, religion, etc. will be tolerated
International Justice
No people or country will be above the law.
